Youth for the Future of Franklin County
Summary

Columbus Public Schools District (CPS) has set a goal of a 90% Graduation Rate by year 2012.  The district requested residents of Central Ohio to increase the number of mentors to assist CPS students with obtaining their graduation degree and contribute to workforce development in Central Ohio. 

The APDS Youth for the Future of Franklin County Program is funded by Central Ohio Workforce Investment Corporation (COWIC) and administered by the Africentric Personal Development Shop, Inc. (APDS).  The program is designed to meet the needs of the 16 to 21 year old youth and the business community, i.e. workforce development, by providing services to measurably increase participants academic basic skills level one or more educational functioning levels when participants have completed one year in the program.

The target population for this year-round program is in-school and out-of-school youth ages 14-21 and will serve 140 youth.  Recruitment and enrollment began in the fall of 2007.

The program operates at four high schools and APDS, once a week, with two-hour sessions held immediately following regular school hours.  There is a Saturday morning session once a month for all participants held at the COWIC office building.  Participants will meet regularly during a selected weekday at each school site for nine months. 

Central Ohio Workforce Investment Corporation (COWIC) is responsible for eligibility determination.  The academic portion of the assessment is based on the Columbus Public Schools basic reading and math skills assessment based on the standard Test for Adult Basic Education (TABE).  The curriculum is based on the Test of Adult Basic Education (TABE) and is administered according to the appropriate age and skill level of participants.  

All participants’ activities and evaluations are entered into the Sharing Career Opportunities and Training Information (SCOTI), which is a database system designed to support both Workforce Investment Act (WIA) and Labor Exchange activities in Ohio.

As a prerequisite for enrollment in the program, participants should have already completed the Individual Service Strategy (ISS).  If the ISS has not been completed at the time of enrollment it will be developed collaboratively with participant within two weeks following eligibility determination.
This program is a two-year commitment with the first year being a combination of classroom instructions, workshops, mentoring, volunteer and/or paid work experiences.  The second year consists of a combination of workshops, mentoring, volunteer and/or paid work experiences.  The mentors will be recruited from local community based organizations.  Mentoring and follow-up will be provided for youth throughout the program.  Bi-monthly evaluations are completed to determine if changes are needed in a participant’s ISS.  Program performance outcomes will be tracked by SCOTI.  Also, the program coordinator tracks and monitors performance with pre- and post-tests on components of the program.

Quarterly stipends are provided to participants who maintain at least 80% attendance to all program sessions and demonstrate a strong effort to achieve their ISS goals.  The stipend amounts for these ages at completion of the ISS and beginning the program are as follows: 14 to 15 years old participant’s stipend is $50.00 quarterly for two years; 16 to 18 years old participant’s stipend is $75.00 per quarter for two years; 19 to 21 years old participant’s stipend is $100.00 per quarter for two years.
